MEETING MINUTES
AUGUST 9, 2006
The Regular Meeting of the Lower Oxford Township
Board of Supervisors was held at the Township Building, 220 Township Road, on
Wednesday, August 9, 2006.
The
following were in Attendance: Chairman
Arthur A. Astle, Vice Chairman Kenneth L. Hershey, Supervisor W. Ronald Kepler,
Roadmaster Steve Price, Secretary/Treasurer Sara B. Laganelli, and 14 guests.
CALL
TO ORDER
Chairman Art Astle called the meeting to order at
7:00 p.m.
PLEDGE
OF ALLEGIANCE & MOMENT OF SILENCE
Chairman Art Astle let the Pledge of Allegiance to
the flag and then asked for a moment of silence.
PUBLIC
COMMENT CONCERNING ITEMS ON THE AGENDA

RECOGNITION
OF THOSE ASKING TO APPEAR ON THE AGENDA
Lee Towner – Commented on his thoughts about the
Comprehensive Plan.
JoJo Campbell – Presented the Board with a packet
of information about spray fields.
APPROVAL
OF THE MINUTES
Mr. Kepler moved to approve the minutes for our regular
meeting on July 12th. Mr.
Hershey seconded the motion. MOTION
CARRIED.
TREASURER’S
REPORTS
Presentation
of Bills – Mr. Kepler moved to approve and pay the
bills. Mr. Hershey seconded the
motion. MOTION CARRIED.
Fiduciary
Transfers – Mr. Hershey moved to transfer $1,447.40 to the
Master Escrow account to reimburse the General fund for engineering fees for
Oxford Commons LD Plan. Mr. Kepler
seconded the motion. MOTION CARRIED.
CORRESPONDENCE
ü
One
letter from Art Hershey in response to our letter regarding the cable
franchising legislation. Another letter
with information about the local government committee 2005-2006 sessions.

One
letter from Chester Water Authority regarding the Pine Grove Dam 2006 Emergency
Action Plan Exercise. Another letter
informing us of public fire hydrant flushing in August.

Three
letters from the Chester County Association of Township Officials: 1.) regarding proposed resolutions submittal
deadline. 2.) 2007 is the 100th year for the Association and they
are making a special Directory. They
would like all townships to participate in doing a half or full page ad about
the history of each township. 3.) Deadline for NIMS Training is Sept. 1st.

CFC(refrigerant) unit and $3 non CFC unit picked up. $3 dropped off.

Comments
about the Correspondence: Mr.
Kepler will be attending all meetings regarding the Pine Grove Emergency Action
Plan. Mr. Kepler moved that the
township do a full page ad in the Chester County Association of Township
Officials 100th Anniversary Edition. Mr. Hershey seconded the motion.

BUILDING
INSPECTOR
Mrs. Laganelli read the Building Inspector’s July Report. Mr. Kepler moved to approve the Building
Inspector’s Report. Mr. Hershey
seconded the motion. MOTION CARRIED.
CODE
ENFORCEMENT OFFICER
Mr. Kepler summarized Mrs. Kinney’s Building
Permits & Zoning Violations Reports.
There were two zoning violations that have a deadline of August 10th
to be reconciled. Mr. Kepler will
follow up on them in the absence of Mrs. Kinney.
Subdivisions
& Land Development Plans – The Township Solicitor is
reviewing the Lincoln Univ. Classrooms/Labs & International Cultural Center
requests for conditional use for building height and parking reduction. Mr. Hershey moved to approve the Zoning
Officer’s reports. Mr. Kepler seconded
the motion. MOTION CARRIED.
ENGINEER
Mr. Kepler moved to approve the Township
Engineer’s Report for July. Mr. Hershey
seconded the motion. MOTION CARRIED.
REGIONAL
ACT 537 PLAN
No Report
ROADMASTER
Steve Price read the Roadmaster’s Report for July. Mr. Hershey moved to approve the
Roadmaster’s Report. Mr. Kepler seconded
the motion. MOTION CARRIED.
REGIONAL
RECREATIONAL AUTHORITY
Lee Towner reported that with the help of David
Sweet, the Authority has applied for two Matching Grants for a total of about
$500,000. They hope to start Phase 1 of
the site development in the Fall of 2007.
They are now entering the major push for advertising for the Oxford
Fair. For more information visit www.theoxfordfair.org. Yard signs were available after the meeting
for anyone who wanted to help with the advertising.

BUSINESS
Bernard
Park – No report
Ordinance
for fire hydrant tax – Mr. Kepler moved to authorize the Township
Solicitor to advertise for a hearing about the Fire Hydrant Tax Ordinance on
September 12th at 6:30 p.m.
Mr. Hershey seconded the motion.
MOTION CARRIED.
NEW
BUSINESS
PENNDOT
Winter Traffic Services Agreement – Mr. Kepler moved to accept the
2006-2007 Winter Traffic Services Agreement from PENNDOT as it was presented. Mr. Hershey seconded the motion. MOTION CARRIED.
Open
Space Hearing – Mr. Kepler moved to authorize the Township
Solicitor to advertise for an Open Space Land Preservation hearing for the Astle,
Huf, & Robinson Farms on Sept. 12th at 6:45 p.m. Mr. Hershey seconded the motion. Mr. Astle abstained from voting. MOTION CARRIED.
OTHER
BUSINESS
Park
& Ride – Mr. Kepler reported that across from the Park
& Ride at Routes 1 and 472, PENNDOT has added another site for parking. They dug it out and spread stones. The Township has ordered a sign. If PENNDOT will put up a light, the Township
will pay the electric bill for it.
Farmer’s
Market Stand – Mr. Hershey reported that there is a young man
interested in having a produce stand at the Township building. He just has to get organized.
The next BOS Meeting is Tuesday September 12, 2006 at 7:00 p.m.
PUBLIC
COMMENTS
Teri
D’Ignazio – Announced that the Historic Committee will be
meeting at the Township Building on August 22nd. She asked if the Supervisors were surprised
by the presentation that Wilkinson Builders had done regarding a possible
traffic light.
Chris
Kettlety – Requested a “format” to address the Planning
Commission regarding the Ordinances that the Ordinance Task Force is reviewing.
Jane
Downs – Suggested that the Planning Commission have a line
item on their agenda for the Ordinance Committee as well as “working sessions”
outside of the monthly meetings.
JoJo
Campbell – Suggested that the Township look at Comprehensive
Plans outside of our area. She wants
everyone to keep a well open mind.
Vicki
Brown – Asked if there is an actual Ordinance Committee
that is supported by both the Planning Commission and the Board of Supervisors.
Ruth
Galantino – Asked if there were any engineering reports
about Oxford Commons.
After much discussion, Mr. Kepler moved that the
Board of Supervisors authorize the Ordinance Task Force Committee to work with
the Planning Commission and to be a line item on the Planning Commission’s
agenda. Mr. Astle seconded the
motion. MOTION CARRIED.

Mr. Astle moved to adjourn the meeting at 8:55 p.m. Mr. Kepler seconded the motion. MOTION CARRIED.
